Following the demand for shortage of teachers in many schools, the Teachers Service Commission (TSC) has launched a massive recruitment drive which is ongoing to respond for special cases. Current changes in the government’s approach have led to the revaluation and elimination of some hardship areas. This is attributed to improvements in social facilities and roads in certain regions.
In December 2014, the Salaries and Remuneration Commission (SRC) reviewed the hardship allowance, deciding to standardize it across equivalent grades and work categories. They moved away from linking it to a percentage of basic pay.
Interestingly, administrators in Job grade D5 (Chief Principals) receive the highest housing allowance, set at 38,100 shillings.
As part of this initiative, the TSC is introducing a ‘hardship allowance.’ This special stipend is meant to support teachers working in challenging areas, helping them cover their living expenses.
These are places where life is tough due to various reasons like flooding, water scarcity, and unsafe living conditions.
The hardship allowance varies based on the grade or group of teachers, with those newly hired receiving a less generous benefit.
The TSC designates areas vulnerable to starvation, terrorism, and aridity as difficult, with 38 regions approved as hardship areas in 2012.
Teachers in specific counties currently receive monthly hardship compensation, and the Salaries and Remuneration Commission is currently reviewing these allowances.

- Samburu county
- Narok county
- West pokot county
- Mandera areas
- Marsabit county
- Kilifi county
- Lamu county

- Tana River county
Mainly, the intention is to provide clarity on the challenges faced by teachers and the adjustments made to help them.
